Report a translation problem
I only had 2 in my favorites and one in my "Currently Playing" category when originally there were many.
It also started installing Steamworks Common Redistributibles https://puu.sh/DbXOV/f08dc0796d.png
No changes i can see that the redistributables work. I'm going to restart steam once more.
Before I do I am going to unsubscribe from some mods that haven't installed and delete ones that are installed as well as their files in the mods folder and workshop folders. We'll see how it goes.

and second, EU4 even as I type this has downloaded nothing, it's sitting at 0 bytes a second and I have very fast internet which gets up to 11 MB/s at times. I have no game updates going on, just the workshop is downloading.
Still is not working. Some mods updated which weren't previously but new mods still will not install.
UPDATE: Beta version of Steam does not fix it. Neither dose switching back to stable.

Here I will paste the instructions they gave me that fixed the issue:
If you already have these enabled, un-check then check them again to fix any bugs.
- In the Steam Client, select "Steam" in the top-left, then "Settings"
- Select "Cloud", then check-mark "Enable Steam Cloud synchronization", then press "OK"
- Navigate to the Steam Library
- Right-click "Europa Universalis IV" > "Properties" > "Updates"
- Check-mark "Enable Steam Cloud synchronization for Europa Universalis IV"
- Re-test the issue and see if you can download and use the Workshop mods
If the issue continues, please do the following:
- Exit the Steam Client completely
- Go to (default location):
C:\Program Files (x86)\Steam\userdata\106445130\
- Rename the "ugc" folder to "ugc.old"
- Go to:
%USERPROFILE%\Documents\Paradox Interactive\Europa Universalis IV\
- Rename the "mod" folder to "mod.old"
- Launch the Steam Client and see if you can download and use the Workshop mods
The second half of these instructions is what fixed it HOWEVER I had to unsubscribe from all of my mods before I closed the client and renamed the ugc and mod folders.

I would suggest that you contact Steam Support like I did, be patient with them and they'll most likely have the solution for you.
