If it didn't detect anything, or if you know you've never purposefully made a backup, you are completely and totally borked.
Formatting is a VERY VERY VERY LAST RESORT.
If your games were steamcloud enabled, you should eventually be able to sync your progress in them (for save-games only). For games that are online, your Steam account has all those stats, you've lost nothing at all on STEAM's side of this.
But literally everything you stored on a drive, when you reformat it, is *gone*.
Your settings in csgo are the least of your worries...

That save game is on drive c, and possibly also in the cloud. It'll be there after you get the game itself back.
Your csgo settings are in the cloud, assuming you didn't disable that.
