Resident Evil actually runs in slow motion when the wrong setting is used, usually a high setting does that.
We need to know your PC specs also please.
Have you played any of those games before, without issue? DID YOU PLAY ANY MODS on those?
I only bring this up because I know there's an error with some Source engine games, where a 'slow motion' feature is installed into some mods - and then when you attempt to play another map with that game, it sometimes starts and cannot be changed from, slow motion too.
So I mean, it's very likely either your video drivers, a failing hard drive, or something entirely out of your computer and specific to those games. but without knowing what games in specific all i can do is say the above. :)

If your system is exactly that one you just posted, there's no video card. We have to assume that you HAVE one and have forgotten what it is or didn't include it, but please do post the WHOLE list of your specs as found in System Info above.
