Can't find "Pair Steam Link Button" on Steam for my Steam Link app

My Android Steam Link app couldn't find my pc (even though they're both on the same WiFi network) so I hit the "other computer" option and it gave me a pin code to type in and three instructions

1. Go to the Steam streaming settings on your computer
2. Click on Pair Steam Link
3. Enter this PIN to continue

It gives no instructions as to where "Steam Streaming Settings" is. I assumed it was Steam > Settings > In Home Streaming, where I have that feature set to on, but there's no "Pair Steam Link" option or place to type a pin, so Im at a loss.

on the first time you try to begin streaming to a remote device
steam on the host pc will ask for a pin given on the remote display

if you are having troubles finding the host pc, wifi isolation or windows or other firewall may be blocking streaming ports
