I'm guessing China simply doesn't care about being fair, so they just made a legal complaint about the first place they saw it rather than figuring out who put the images there.

I guess it's just a strange bug, I can see his profile and his icon in my friend list, but what he saw in his steam is his steam64 ID without Avatar. and all of our common friends are perfectly fine. Lmao
