If this is true then I very well could see this being local law. Perhaps Steam doesn't necessarily remove people's inappropriate avatar, but instead show defaults instead.
I've never heard of this but maybe it's plausible since we're talking about China.
Are these pictures now allowed? And only the friends are asked to remove them from their friendlist?
I know China restricted many games due to being too "adult."

It's bizarre, but they've complained about dumb things before...

I guess it's just a strange bug, I can see his profile and his icon in my friend list, but what he saw in his steam is his steam64 ID without Avatar. and all of our common friends are perfectly fine. Lmao
