Steam changing language to Chinese randomly

So, my steam has changed the language to Chinese. the language setting is in English but still steam is in Chinese, also some parts are English and some in Chinese. I'll link some pictures to show you:

So if a scammer gets access to your account and he is also stupid like most of them he will try to change the language to his native so he can find what he needs and yes it is more likely than you think

yes, i managed to fix it threw the steam app on mobile (and changed password)
