Directx internal system error

I tried to run stellaris and it won't start I believe it is a DirectX error so i try and install Directx
when I do i get internal system error I have tried for days to fix I have turned of anti virus looked all over the internet for a solution and none seem to work please help

DirectX bundles with windows you cant change it.
The default is DirectX 11 in windows 7 and DirectX 12 windows 10.
Either DirectX versions are backwards compatible with all games
Update the drivers for your GPU from the manufacturer.

well I have the requirements and I am not going to lie I didn't really understand most of your post but I think I will just quit I can't find anything that fixes my problem
