WTF this download speed
Until recently I downloaded 8mb but now ... well just look at the image

Note there are TWO parts of the graph

1) the BAR graph shows your bandwidth
2) the LINE graph shows disk IO

Steam downloads are compressed and need to be decompressed and also reconstructed on the target

You’re likely CPU and diskIO limited

I'm having the same problem, so are a few other people, in this thread: https://steamcommunity.com/discussions/forum/1/1798529872636832281/

No solutions are known though, I think it's a server-side issue.
