SOLVED: Running, Syncing, Nothing / Games don't launch.
SOLUTION:
I got the solution from an awesome guy on the Microsoft forums. Basically, I think the problem was a corrupt .NET version. I ran the repair.NET tool, reinstalled DirectX, and suddenly everything launched!

Hello,
I just got a new computer and downloaded several games, including some slightly older ones. Unfortunately, some of them just aren't launching. For example Dawn of War II and TW: Rome 2 will not start. On the steam launcher it says "running," then flashes "syncing" and then nothing happens. I have tried to install the redistributables, but I'm unable to install DirectX there. It fails every time, even if I use compatibility mode. On the other hand, I'm pretty sure my DirectX is working fine because I use it for TW: Warhammer and other games. I've also tried turning off Windows Defender for a bit, running in compatibility mode, changing the language of the program on steam, uninstalling and reinstalling the game, verifying the game cache. Nothing seems to be working. Does anyone have any advice about this?

PS Interestingly, the Rome II launcher itself launches without a problem, but when I press play, the game doesn't actually launch. Same issue: running for a few seconds and then syncing and then nothing else.

Oh and I have a Dxdiag that I wanted to post, but I don't think you can put a file on here, so... let me know what you need. I also updated Windows and the GPU drivers. I have a new computer, all freshly installed. Windows 10.

Thanks, yes I tried this stuff. Windows is up to date. I installed today's driver for my graphics card. I tried turning off Windows Defender anti-virus and launching it that way. I also verified game cache files multiple times. And my computer has an i7/8700 and an RTX 2070, so it definitely can run TW: Rome II. Any other suggestions?

Issue with Crash/Shutdown in opening Cinematics
Try using the -nomovies launch options.
Right click on your Steam game title, and select properties,
Under "General Tab", click on "Set Launch Options", add text "-nomovies".

Dow1 but i'm wondering if its also in that folder. I dont have it installed right now.
Graphic/Display Issues (DOW1 titles):
Try to run GraphicsConfig located in game install directory.

Windows Defender's "Controlled folder access" feature was the culprit.
So I had to "Allow an app through Controlled folder access".

I just had this problem I looked everywhere for the solution nothing worked I verified files I reinstalled turned off anti virus changed setting updated windows and drivers and much more the thing that fixed the problem was uninstalling steam itself it sucks because it will uninstall all your games but it fixes the problem at least for me it did hope this helps and ik this is old but I just want to put my solution out there.
Set -vulkan_disable_steam_shader_cache in launch options
