Worked for me.
You might run into the same issue if you reinstall Windows, and thus have to reinstall Steam but all the games are still installed So when you create shortcuts for games on your desktop again, they will show blank icons.
If the icon is not in the folder as per Freilin's post, go to your Steam Library and the game in question, right click and properties. Go to the Local Files tab and Verify the integrity of game files. After this is done, the icon should be in the folder as mentioned by Freilin.
