Downloads are working fine for me on my XP64 virtual machine.

Do that but did not work, the same error appear:
An error occurred while installing "game name" (content servers unreachable)
Anyone knows a way to solve this?
Steam runs fine now i just can't install games!

Once I got it working I kept steam set to offline only and then pulled the ethernet plug out of the computer and its so old there's no WIFI built into it so lets see Steam update itself again now! HA! Back to 1995 baby, that computer will never taste the interwebs again but I got my FSX!

Okay, I managed to finally get Steam working again. Here's what I did:
1. Download the older version of Steam from here:
https://archive.org/details/steam_201901
2. Once it downloads, just replace all the dlls in the main folder that have version 4.93.xx with the ones from that archive.
3. Replace the .bin folder from your updated Steam with the one from the older version.
4. Open the Windows Notepad and paste this line:
BootStrapperInhibitAll=Enable
5. Save it to the main Steam folder as steam.cfg (choose the "All Files" as the file type) so that Steam won't autoupdate itself again. Alternatively just copy the steam.cfg file from the archive mentioned earlier.
After doing so, Steam should work again. (at least it does for me, for now...)
Doesn't seem to work. I have a feeling that not all the dlls are in, or it's the cfg.

Okay, I had to reinstall. Apparently the first time it doesn't work. I can't chat or look at my friends list or go to my profile or really anything besides my library, but that's fine. I can always use this.

My 'latest' computer is a Win XP I built in 2004 and this method worked for me also, thankfully.
When I heard about the Jan 1st cutoff date for XP, I installed ALL of my games from Steam right away.
I don't expect to buy new XP games or to play any multiplayer, and fully expected to only play the games in offline mode.
If I had my new computer yet, I wouldn't even be connected to the internet with this one, negating any possibility of not being able to play my Steam games. (All it took was one time forgetting to disconnect the internet FIRST..and so here I am)
But for now, this is a great fix to prevent Steam from updating in the event they do something that really screws things up.
I won't ever open Steam again with this machine. I'll only use the shortcut links!
As far as chat, seeing friends online, stats etc... It was more than I would even ask for. I simply don't want Steam to have access and make changes that may disable my games. If there is or will be a workaround for those things, I hope everyone who wants/needs them gets to use them forever :) I for one won't take the chance. I'll have all that when I'm done building the new rig.

You can still go online and still download games. You're just not gonna be able to browse being logged in.

Hi there, I used this method to get Steam working again on my laptop which has Vista. I installed one of my steam games and clicked that I wanted to create a desktop shortcut. However, there is no shortcut icon to the game on my desktop. When I click again to create a desktop shortcut for it I get a message saying there is probably one already there.

Can anyone help/advise how I can get a shortcut icon onto my desktop for this particular game?

Steam running on machines below Win 7 don't typically come uploaded with the desktop icon in the ....\Steam\steam\games folder. There is nothing you can do about that except to either copy it from the newer machine that has it, or make up one that may exist online.

But one of my other games that I have installed does have a desktop shortcut icon and I didn't have to do anything except install it. I'm just not sure why this one is different..

That's why I said it isn't typical. Just because you have one, doesn't mean it applies to everything else. It's only affecting machines below Windows 7. I'm not telling you why, it's just that it does that. I have tested this several times with different XP machines, real and emulated. It always does that with particular games. There's nothing you can do except make one yourself manually.
