Yeah, it just hit me too. So far, all I've read says to make backups of your games in steam/steamapps/common and then uninstall and reinstall Steam.

Gonna go give it a try...

EDIT: Yep. Complete waste of time. I un-reinstalled and rebooted both with AV on and off. The dll file is where it is supposed to be. It's just Steam claiming it can't be found after a very short update it did earlier.

Any of you running Windows XP perhaps? I fear it might be related. Having the same issue here.

Not on this rig. It's Vista, which they don't support anymore, but every game I own ran just fine until their little micro update last night. I submitted a ticket on it.
My Win10 rig was bricked a week ago due to updates 1803 and 1809, so I pulled this dinosaur out until I can get it dealt with.

Sadly I don't feel like they'd help you, or any of us few folks who still run XP or Vista, since they're not supported anymore by Valve... though wish at least Steam let us access games we have already installed, I myself have 3 games that I didn't have enough time to finish before Jan 31 update, and now I can't because Steam doesn't work anymore. Didn't want to resort to illegal stuff but I feel like that's my only option for now.

They can let me play my 100+ titles on my old machine, that all of those games run perfectly fine on, or they can damn well give my my money back.

fix for this issue:
1) overwrite your steam folder with a old backup of your steam folder
2) create a shortcut of your Steam.exe with the commands "-noverifyfiles -nobootstrapupdate -skipinitialbootstrap -norepairfiles -overridepackageurl"
3) start Steam from now on only with the new shortcut

valve seem to have decided to f### over vista and xp users by this update.. so if you update, it will not work anymore.

p.s: i too submitted a ticket for it. and if every way of fixing this issue will be not working anymore, i will download the games from the internet drm free.. i paid for my games.. so i will play them.

Dude thanks a lot for this. My 63 year old father still uses windows vista and the update today stopped him from being able to start steam. I did a system restore on his pc from before the update then made a shortcut inputed the commands that you typed. Now steam loads and he can play his favourite games Day of Defeat and Rome Total War.

Honestly I cant believe steam did this though, instead of ruining steam for everyone with older pc's they should have just stopped the updates.

i told the support the same, but they basicly just told me "we don't support it anymore soo... it's not our problem bye" - even after they broke it in first place.. without a update everything would work fine..

Cyy---Thanks a bunch for posting this fix. Worked like a charm, I'm back in! Agree that it's really lame that Valve did XP/Vista users this way. I dislike Microsoft enough that I am not paying them for a Windows upgrade. I have little use for a new PC, I just like to play the PC games I already have on Steam, I do most new games on PS4 these days. And, I have neither the time or the inclination to tinker around with Linux.

When Google decided they weren't going to support Chrome on XP/Vista anymore, they just let users know that they would no longer receive updates for Chrome...they didn't just shut it down for them. Bad form, Valve, user agreement or no.

One thing I do notice post-fix is that the update dialog does still come up periodically. I just hit 'Close' rather than 'Restart Steam'. After quitting out of Steam and starting again, it still works fine.

You need to go back to a version of steam before the update happened. If you do a system restore from anytime before the update it should work.

unfortunately there is no restore point. They were, I saw in Ccleaner in the "service\system restore", but I did not want to recover and tried all the available methods I failed. then I wanted to do a system restore, but somehow all the restore points were gone. p.s. I use a translator, and because of this, my arrangement of words may not be clear to you
