Transfer a Pre-Ordered game to another account?

I just want to start off with saying that this is my first time using the forums, so if this is in the wrong place, or just plain stupid to ask, I'm sorry.

I ask this because, well I'm sure you all are aware of the whole situation with Metro Exodus becoming an Epic Games store exclusive. Well I had convinced a friend of mine to pre-order me the game as a gift and I'd pay him back at the end of February, so I have the game as a pre-order in my library. But I'm asking this because well..... a Hungarian friend of mine was looking forward to this game even more than I was, by like, leaps and bounds. And he had just recently convinced his parents to pool together enough money for him to purchase it on steam. But the day he went to go and pre-order it, the situation with Epic games occurred, and given several unfortunate circumstances, pre-ordering it from Epic Games is simply not an option for him. I felt so bad for him, especially because he's had several other unfortunate events happen recently I wont mention it here.

So in short, I want to know if I can transfer the pre-order from my account to his. And even if I can't do it myself, is there some way I can contact steam to have like, some special condition where they can manually do it for me? I just want to see him happy, and I'll be fine without the game for a while.

See the issue with that is, the entire problem stems from Deep Silver pulling Metro Exodus from steam, so no one else can pre-order the game on steam, and so if I cancel it, I cannot repurchase it on the other account, and then my copy is gone for good.

It is the exception to the rule. You should complain to Deep Silver about it.

I appreciate the advice, but to be honest, Deep Silver won't help. They'd probably just exchange it for an Epic Games key at the most, which won't help me in this situation.

They probably won't even do that.

You might be able to Family Share it. Can't say 100% on that though.
