Up to how many accs is it safe to operate from 1 IP ?
if you reply please give references, or explanation why. I mean safe to avoid bans caused by it.

You can have as many accounts as you want.

IPs have nothing to do with anything.

Entire university dorms are behind a single IP, you'll be fine. Unless the reason you're operating so many accounts in itself is in violation of the SSA and rules of conduct.

it really does matter, if u dont have hundreds accounts or friends with hundreds of accs u cant really know, i do and i know some people who also operate hundreds accounts and can confirm this.

And well an university dorm isnt 100+ ppl at same time from one connection.

Also no i do not break any rules from Terms of service or anything, just for some stupid reason Steam (or some automated System) thinks if really many accs are connected from 1 IP that they have been stolen/hijacked and they get community ban.

My friend had 126 accs on 1 server, not a single one of them shared email or phone, but ~90 of them one day got banned for "this acc may have been used by accessed by some1 else" and he seriously had to make a ticket with proof of purchase on each one to get them unbanned. And other people i know or in groups/forums im part of also reported similar incidents.
IF IT ISNT OBVIOUS: THE ACCOUNTS WERE NOT HIJACKED AND ALL CREATED BY HIM.

The accs didnt share payment method aswell, all of them just had a 5 USD steam wallet code added to them and no other purchases.

I was never even talking about "how many accounts u can create".... u even read posts when u reply

I have no idea what you mean with "play fast, etc.."

In the incident i wrote about, the accounts were all created by himself. He is not involved in theft of accounts and never was, and as i said he was able to get all the accounts successfully unbanned because he had the ONLY proofs of purchases for them of the wallet codes.

It's not stupid when most of the reasons, if not virtually all reasons to operate accounts in such a manner (scams, hijacks, spam, trolling, etc) are a violation of the SSA.

You're not going to get an exact number. There might not even be one, and if there is, Valve will want to keep it classified to keep malicious users on their toes.

Thats not true, there are soo many LEGITIMATE!! reasons for it for making money, and about that people get extremely creative and come up with stuff the regular user who just uses Steam as a game launcher could never think of. There are legit people who LIVE from Steam earnings and therefore treat it as an actual job.

On the 2nd part i guess ur right sadly... i guess to really be sure i will limit to a low amount of accs per ip.

If you're going to all that trouble to buy games with market earned money, what's the occasional additional hassle of proving ownership going to matter.

But honestly, no need to argue about that, everyone is free to believe whatever they want.

Didnt quite understand what you meant with the 2nd part, im not really buying any games, all games i want i already have since long.
And i dont "earn" money on market, no idea how u got to that, but i never said what im doing and dont really want to.

Having to manually get into each acc and make hundreds of tickets actually IS a pretty big pain in the ass. Who would have thought that.
For me much easier to just buy more IPs for server and use them.

That is still a violation of the terms of use, yes. You don't get to buy and sell for REAL MONEY anything from steam. Straight up, it's not okay.

Just for entertainment, could u (or any1 else here) actually find the part in Steam tos where it explicitly says that doing trades with stuff outside of steam interface is forbidden?

Well... alright.
Technically im just send items as a gift to someone else or a bot, and confirming that in the trade aswell that its a gift and i dont expect anything in return.
If i also happen to have some arrangement with me recieving something from that person completely outside of Steam (and Steam Chat) it really has nothing to do with Steam or items or Valve anymore or is anyones business.
