Question about initial tokens

On the questions bit of the Lunar New Year page it says "The initial number of tokens you received is based on previous purchases made on your account". Does this mean the entirety of money spent on Steam? If so, why was I only rewarded 4,000 tokens?

It says I've spent $989 and I got 4500, so I doubt it is based on that number.

That's really odd then, because the page clearly mentions that it's based off of previous purchases.

Also wondering why my initial token count was only 4500 if the amount you get is based on the total amount of money spent on your account. I have spent nearly $1800 total. If it's only retro-active to a certain point, they should state when that is. As I have made purchases totalling more than $100 between December 29, 2018 and now. Which would still be more than 4500 tokens.

You should only have to spend ~$56.18 to get 5,000 tokens. My RE2 purchase alone should have been worth ~8,000 tokens.
