Files literally a mess
Alright, so I've been having this issue for like two years and a half, and I was forced to take action on it because I was running out of storage, and I wasn't able to add mods or special things to games. A long time ago, I deleted steam for some reason, and afterwards reinstalled it, since I wasn't so bright, I installed them in the wrong places, and started messing around with them, and ended up installing steam multiple times and having steam files all scattered. I uninstalled steam today to try and get rid of the issues, I deleted folders I made for steam because they didn't work, but I still have all those steam files on my desktop. I was going to contact steam support my this issue wasn't one of the topics. It's kinf od hard to explain, but basically I have files scattered on my computer. When you reinstall Steam, make sure that you set the right destination for the files.

You've apparently installed the Steam program DIRECTLY onto your desktop. It should go in your basic c: drive program files, never, ever on the desktop.

They should all be completely deleted, yes, and additionally I'd check your registry if you're confident enough to look - if you're going to reinstall something, you might as well delete some entries there, but I will not say 'do this' because unless you actually know what you're doing... it can be messy so don't ;)
If you "installed steam on your desktop,
DO NOT uninstall it!

Steam deleted everything in the folder its in!

Delete the steam files from your desktop, and use the one that is installed in its own folder.
