If you use VPN to fool Steam, when they discover, you might get your account suspended.
But if you actually move to Turkey, you can safely change the store country and your 40 Euro will be converted to their currency.
This isn't allowed and your account can get locked.
That will get your account banned.
You can also only change region if you have a legit address of residence in that country and a payment method registered to that country.
They CHECK those things.
So my tip, DONT. Buy games in the country you are living. The reason the games are cheaper in other countries are because the average income is much lower and the people are poorer.
You are not poor, you can afford the prices in your own region.
