download speeds fluctuation

I have a 200 Mbps connection meaning i should be able to download at over 20 Meg a second from steam i have in the past and never had any issues for the last month i guess i have had nothing but problems i can be starting a download then the speeds go to 0 for like 10 mins back up to 2-3 meg a second then drops to 0 again took me over 3 hours to download a 6gb game.
I have checked my download speeds and they register fine. has anyone had simular issue and had any luck correcting it.

have tried:-
reset of steam cache
change of download location
limiting / unlimiting download speeds.

i get no issues from other sites.

Remember, you don't have a 200mbps connection to Steam. You have a 200mbps connection to the internet. Even if its 200mbps or better all the way to Steam, there is nothing we can do to force the Steam server topology to deliver at high speed to clients.

Steam limits the bandwidth people can use based on a variety of mechanisms; some ISPs even have caching servers to help provide content distribution to geographical areas for Steam. Those 'nodes' may have limits that differ per node and location.

As a result, it's not likely you can expect to receive 200mbps download speeds as a normal behavior.

but im saying that up until about 3 weeks ago i had no issues with downloading at 22 MBps so you cant tell me that just randomly they decided to stop bandwidth on specific users as I have tried on 4 pcs at 4 locations and same issue even on a dedicated line i still had the issues.

I've been having the same issue, Steam had been downloading everything fine then all of a sudden, about a month ago, it started having issues downloading stuff. I've tried all the things they listed on this page [https://support.steampowered.com/kb_article.php?ref=2274-IFLV-5334] to no avail.
