Voice Chat Issue- Low quality

We have a voice chat going and some of our people sound like they're standing in front of a fan. We can hear them just fine inside the game we're playing, just not in the new chat group.

Any ideas?

Sometimes resetting the users computer will fix it for a moment, but it will revert.

I have the exact Problem here. Wired things is, I'm the only one. All my other friends don't have this as far as I know. Interestingly the issue appears only remote, a local mic test won't cause this issue. What I know/done so far:
- It can't be the network, router or internet connection. As two other people in the same LAN don't sound lile seaking with a fan...
- Reinstalled steam
- Reinstalled audio drivers
- As mentioned, restart fixes the issue for a few minutes.

Whats different to my other friends, I'm the only one whit better audio hardware. Having a ASUS Xoner STX II here. I'm not sure if thats related to the issue.
