Weird wobbly sound that randomly plays???

Got this weird sound that randomly plays out of no where. It's like a deep "blomp" with a sort of wobble, kinda like an echo or sonar effect to it, kinda hard to explain.

It randomly plays as if to be part of a notification or something but nothing actually pops up and I don't know where or how to turn it off. All I know is that the sound is coming from "Steam Client WebHelper" and started after the latest Steam visual update a few days ago.

Why is this sound playing and how do I stop it?

I have exactly the same problem. Weird thing is that it's happening on my laptop and not on my desktop pc. At first i thought it was malware until i saw it was coming from Steam Client WebHelper.
Seriously, no one knows something about this? It's worrying at the least.

People reported that its sound that marks when someone on your fl comes online. As in, was away, and suddenly is online, without visual show sound will just play to notify you.
Fixes i found for it is basically turning off notifications that show when your friends are online.

This isnt it. Ive had the "When a friend comes online" turned off all this time and still hear the sound.
