how do i enable turbo fire in steam

before i was using my logitech f710 gamepad in steam. to enable turbo fire in a game i used to right click on game in steam, go to controller settings, select a button on controller, add activator then say that long press activates turbo

now i am no longer using that gamepad and i am using an xbox one controller. i am using win 8.1 and not windows 10 so i wasnt able to connect gamepad to laptop by bluetooth and i had to use a usb wire. it worked and it did new device setup and my controller worked perfect in non steam games

for steam games i had to disable xbox support config in the controller settings in big picture mode because my new controller was not getting detected in steam games and after i disabled it then it got detected

however now when i right click on a game in steam there is no controller settings. how do i enable turbo fire now?
