Scroll Bar New Behavior Problems
Since the Steam update, when grabbing the scroll bar on the right, if I move the cursor outside of the scroll box, left or right, the scrolling stops. Only when the cursor is within the box does steam recognize the verticle movement.

If I let go of the left mouse button while the cursor is outside of the box - Steam does not recognize that the mouse button has been depressed. Therefore, anytime my mouse cursor passes over the scroll box the bar jumps to the position that my cursor touched and will continue to do so until I put my mouse cursor back into the box and press then let go of the LMB.

I used to see this behavior quite a bit back in the early days of windows based PC's and internet browsers. To see this in a huge platform like Steam in this age..... sigh

Very little in steam works like it should. If Steam suggests one more anime game for little girls to me I'm going to lose it.

Heres me thinking it just likes lagging/stuttering often since yesterdays update. I stopped using the bars and use my scrollwheel all the time now.

Yep. It's pretty damn annoying. I've had to switch to using the scoll wheel only as well. This seems like something that would've been really obvious for anyone participating in the beta, which is clearly where this update should've stayed for a few more weeks or months.

I'm surprised they haven't fixed it by now, it never us to do this. It's so annoying! Do we need to report it elsewhere so it gets noticed?

The fact, that it is not changed back by now let's me assume, it is meant as a feature. For whatever purpose it may be.
It's a total struggle to manage scrolling through wishlists or down to reviews on the store pages. PIA! FIX THIS SHEET!

OMG IM NOT ALONE!!!! My friends said I was crazy when I mentioned this. It was right after the new chat update this past summer. But I noticed it immediately as I use a trackball mouse and don't have a scroll wheel. Before the trolls step it, no I'm not buying a new mouse. Really wish steam would give us an option to fix this. It must be a bug or it would've been listed in the change log with that update and it was not because I checked!

I made this thread just a couple of days after the behavior began back in July. And, yes, you are correct. It did begin after the chat and friends update. There are some pages on steam that scroll like they used to, but the ones that we always use - The store main page, game store pages, wishlist, etc are borked.

And it's still a total PIA even with a typical mouse. I could only imagine being on a trackball. That probably makes it even worse. I just wonder how difficult this could possibly be to fix. It must be incredibly difficult since Valve has let it be for over 4 months, right? psshh

Another problem with the scroll bar is that is not wide enough on a 4k display. It is now an exercise in exact movements to get up and down a window. Particularly as there seems to be no key stroke equivalents for moving up and down.
