My download speed is down to 0 bytes and I cannot pause downloads.
My problem started after the steam update I've done today. I think it was published yesterday but I'm not sure. Anyway, after the update I noticed that I wasn't able to download anything, smaller files, bigger files, small updates or workshop mods. I was downloading a workshop mod for ARK but turns out my internet speed is 0 bytes. After that, I wanted to test if my steam was bugged or not. I restarted my steam, still the same. I tried installing different things and the first thing came to my mind was Starbound, a game I used to play a long time ago and the game itself is really small. The same problem happened for it too. I was not downloading at all and the only thing showing up was the green bar (disk usage). I also tried bigger games like Conan Exiles and still wasn't downloading. I've checked the internet and I've seen people saying change download regions. I tried to do it but what happened was, steam was telling me that it was stopping the updates before closing but the thing is, it never stopped the updates so it never closed and for some reason exit steam now button wasn't opening up. I got around that problem, I found out that putting steam into offline mod, switching countries in offline mode and turning it back into online mode helped me switch my country although, it didn't change my download speed. I've done the same trick to clear my download caches and both didn't work so I reverted my download country. I've searched all of youtube and done various things such as closing my firewall, turning off diag track in task manager, closing steam multiple times and restarting my pc and my internet modem.

An interesting thing I found out was if I used my phone internet, steam was downloading the games so I used my phones internet for about 5 minutes before switching back to steam which immediately stopped all my updates again. To see if it was because of my internet, I opened my origin and started the battlefield 1 update. Works just fine. I opened Escape From Tarkov, works just fine. I opened youtube videos, all working just fine and I opened online steam games, working just fine. Its just the updates that were getting stuck at 0 bytes no matter what I did.

Something strange is also my anti virus Kaspersky was acting a little wierd. It told me that it couldn't do the update for some reason today and when I manually pressed the update button, it got stuck for like a good 30 mins before doing anything. I have no clue about whats been happening.

I also did some speed tests to see if my internet speed was different. I usually do this test 5 times and take the average speed to compare it to situations like this. Usually, my internet speed is over 25mbps but today I wasn't even able to open speedtest website!??!?!?!??!?

That really made me feel wierd, kinda scared and kinda sad since I literally didn't know what to do and later I noticed that I wasn't able to reach many websites like websites where they share news about the games and such. Cannot remember their names on the top of my head but I think there was one called rock paper shotgun or something but either way, I couldn't reach a lot of websites either.

If anyone knows something that could help, I'd highly appreciate it. I know that this will take some time to read and stuff but I wrote it this long just to answer some questions in your head so that we could get right to the point when trying to fix this error. Thanks for stopping by :)

EDIT: Just noticed something, in my download section every game shows that they have 0 bytes left to finish. It literally says 0 bytes out of 0 bytes. I found it interesting thats why I added this :)

Your IP may be having some issues or running maintinance/updating. If you use streaming TV like Firestick or Hulu, see how that works ~ a good indicator of bandwidth/service issues.

Otherwise, I would start off with a good malware and virus scan of your PC.
I know for a fact that my IP is not having any issues, I've tested it. I am running a virus scan right now but I really don't think it has anything to do with viruses since it started happening after the steam update and nothing else has any problems with it
