I too have set Steam to no longer run on startup!
The size, position and state (I.E. open/close) of the friend's list is saved when the client closes, and returned to those when it opens. The new beta apparently addresses a few bugs in the process, hopefully it includes how rebooting the computer is improperly shutting Steam down and thus not saving the state (or at least inconsistently saving it)
I have disabled steam on start up on all my computers.
please fix it before anything else!

all the knuckleheads in this thread have the solution from You, but seem to think their issue is different, this Stop the friends list from popping up at startup/launch
Solution to friends list popping up at launch/start of steam........
"click the cog symbol on the new chat window -> "remember my open chats" to off"
Some of us never close steam, rather only closing it when our PCs shutdown. Your solution did NOT work for me BUT...
I removed the friends button (the one next to library) and the new chat no longer loads.
steam --> settings --> interface --> set taskbar preferences --> uncheck friends.
For those who'd rather not muck about with our startup settings.
I wanted to get rid of this partly because it was annoying, but mostly because I have no friends and didn't need the constant reminder :-(
So now USA makes sure they have spies everywhere and can control what we watch and what we thing. AND THEY WANT TO ACCUSE RUSSIA OF SPYING???????
My son just said do not say too much in steam next they cut you off and you can no longer play your games because they probably have also been bought up by USA firm.
So this is the New World Order guys, no more privacy. it is all dictatorship and watch what you do or think!!!

Just so you know, you can disable the pop-up using the settings in the COG icon.
These parameters aren't a solution, they're just a workaround.
They're also going to be defective in 2019 when XP is discontinued.
