Overlay not working
I have made it so it is shift tab I have done "enable overlay in game" crap I HAVE DONE IT ALL but the overlay wont work this started happing when I reinstalled steam to fix the 0mb bug and I have just reinstalled steam and it still wont work please at this point I will do anything just to get the damn overlay to work

Quite possibly some program that interferes with Steam's own.

I'd check if it occurs with all your games, then check what other programs have an overlay that you have enabled.

For example, MSI Afterburner's Rivatuner screws up my Steam overlay in some games; albeit not all. Disabling that allows the Steam overlay to work.
