Reset steam Windows size and position

I have used steam for awhile now but I accidentially moved one of the windows in an unusual way of it being very big and taking up all of my screen, I moved my friends list to the midddle of my screen but accidentally bumped my mouse when I was using precision, causing me to let go on the top and making it full screen. I hate it now and its annoyed me ever since. I've updated steam and while this is being read and looked at. I will reinstall steam and install it back to see if the issue is fixed. (sorry bout the long message)

Clearing the download cache fixed it for me

Double click on the top of the window to toggle between full-screen and windowed.
