Also, disable Hardware Acceleration (Options > Apparence) on Discord too.
but this is what i find out:
i try use voice chat on goggle chrome (on my pc) - no luck
i try use bluestacks (android emulator), download google chrome on this emu and.. voice chat work perfect.
vpn, no router setup, turned off firewall, all of these are very very unsafe practices[www.howtogeek.com].
if valve don't care about keeping their users then why should users care? just use Discord and stop doing dangerous stuff. if something happens to your machine you'll be the only one to blame.
anyway.. i find out what block voice chat for me.. its.. (!)adguard

As many of us have confirmed this isn't Valve's fault. It has to do with our ISP's interfereing with the service. Valve might be able to work around it assuming your ISP isn't intentionally blocking voice chat. However they're going to need a lot of time.
The best thing you can do is confirm that it's your ISP by following the steps others have taken for troubleshooting here. Then submit a support ticket to valve providing all the steps you've taken to confirm the problem along with your voice logs and what ISP you're using. It's not a garauntee that Valve will be able to do anything about it. But they can't even try to get your ISP to unblock it if they don't know what ISP to contact in the first place.

That's not how ISP blocks work. They can see valve's servers and what services use what ports. It's doesn't matter what Valve changes on their end, if an ISP is intentionally blocking them it's going to stay blocked without Valve negotiating an unblock with them. What protocol they're using has nothing to do with it.
If you're lucky it's just a port conflict with something your ISP uses for something else. But given my Voice hasn't been working since even before the overhaul..... I'm inclined to believe it's entirely on purpose. That may not be the case for you. But given I've never heard of an example of an accidental service conflict with an ISP before.... I doubt it.

I'm joking, though...the thread has hundreds of comments. it's been discussed, it's about a port, for some users it might be due to an issue with the provider, the router, software-related or a combination of those. using a VPN might help as a workaround, but it might skyrocket the ping in online games for some people.
