Duplicate cd key error, game bought from EBAY

I need help on how to resolve the issue, bought this game CoD WW2 at ebay and no responds from the seller and i end up a game that can no be activated because it is already activated on someone's account and try to reach steam but i don't know how. Help me .....

Take that up with eBay support.

Valve won't be able (or willing) to help you. You bought a product second hand at your own risk, and it went wrong for you. Report the seller for fraud at ebay. If possible, try to get a chargeback at your money.

May I ask how the game was listed on eBay? Did it say used copy?

That should have been a huge warning as PC games can not be resold as used for a long time now. Thanks to DRM.

I just sent a dispute clain at ebay just now i hope i will get my money back and resolve my issues...by the way what is DRM? if you don't mind i ask
