And use the -w and -h launch parameters for width and height.
As example for 1920x1080 you would add:
-w 1920 -h 1080
maybe there is another setting you have to change to get other resolution options
so if you change -w to something else like -w 30 it still forces it to 1920x1080?

Well, something must force the game in some resolution otherwise this would somehow not make sence. You could try to force quit things in Task Manager, maybe stuff like AMD stuff, but not stuff that the system needs and then try again.
