The game devs explained what they could here...

Yup!
Remember DayZ that standalone game? Took so many years, and finally came out in 2019, yea not kidding, and it had problems, it had good/bad ideas, which later got removed, or changed.
Then there game Spacebase DF-9, guess what happen, it got ditch left to die out, community pick it up to fix it themselves. Yea great game by a well known dev company, yet that happen.
The risks always exist with EA games, if you don't want risks, then simply wait until game out of EA, or if want to get into EA games, then wait for drop in sale price so doesn't hurt as much if for whatever reason may get drops, long periods of time before updates, or they're taking a long break from it.
Where does it say that?

You have already discussed it. There is no need for another thread on the topic.
Early Access is not meant to be a form of pre-purchase, but a tool to get your game in front of Steam users and gather feedback while finishing your game.
Early Access titles must deliver a playable game or usable software to the customer at the time of purchase, while pre-purchase games are delivered at a future date.
