You don't. There are no mobile games on Steam.
You can use the separate Steam Link app to stream games from your PC to your mobile device, but that's it.

You need to download the "Steam Link" app, not the regular Steam. Then pair a Bluetooth controller or Steam Controller to your device, connect to a computer running Steam on the same local network, and you'll be able to play.

You download Steam Link.

Then on your computer that must be on, and running Steam, pair your phone with the app Steam Link, to your PC.

You can then stream what's on your PC to your phone, and that's how simple it is.

Ohh they're coming in:

Steam will download the Tallowmere Android APK file to a folder, then you'll be able to manually copy the APK file to your Android device and install it.

Yeah, not really. You still have to sideload the APK. There is no support for mobile games on Steam.
That is a rather dirty workaround.

A dev publisher giving you an APK file to manually sideload is FAR different then steam supporting mobile games. There is no steam support or integration at all. In fact doing so might even break some of steam's rules
