Game not showing in steam library

There is this strange behavior that my team fortress 2 game shown already in your steam library collection on store page, but the steam client library does not show the game.

if i click install, then it appears in the library, it will disappear if uninstall, but other game is still in the list if uninstall.

it was not a hidden game.

i google and found the registry blob method but it is outdated and steam no longer use registry blob. the clear download cache method is not useful and it still happen after clear and re-login.

the client run with admin have the same problem.

the client or the game are not blocked by antivirus or firewall.

is there any option or setting that i can change the behavior of the library? the filter is not set to filter out anything.

You don’t need to uninstall anything if you don’t want disappearing game in your library.

TF2 is one that is weird since all accounts essentially have it. That makes it wonky when uninstalling it. Having a TF2 premium license would help but requires $.
