HELP, my language is set to russian and I can't set it back.

I don't know how this even happened but randomly my steam turned to russian and I have even looked at videos guiding me on how to set it back to english but even restarting my PC or steam does absolutely nothing i'm stuck in russian please for the love of god help its been like this for a month and I can't manage my steam with this issue.

Please I beg of you I just want to be able to use steam without having to look up videos on how to click on buttons because I can't understand what they do anymore. This also affects games so it hinders my gaming experience as well.

I thought I could go into localization files and do something about that but I couldn't find any from what I could see.

Right now i'm using the browser version of steam as I can't really do much.

Go to the Steam settings, and find the interface, in Russian, there should be a launcher, click on it and change the language (If you are sitting through the PC)

Alright so after figuring it out no I already stated this did not work in my original post changing the language through the steam interface did not work.

No sadly not, I just tried it the install screen was english but went right back to ♥♥♥♥♥♥♥ russian some how.
