Samsung dex
I want to know if I can use steam on dex without the steam link. I want to run steam just the way I would on windows. Is this possible?

No. Dex would run Steam in the mobile format. It isn't designed to run the desktop Steam. You can consider using your browser on Dex and using it to open a friendlist tab if that's what you're aiming for.

If your TV is a Samsung Smart TV you may be able to install Steam Link directly on that. Otherwise you will have to get a Raspberry Pi and install the Steam Link app on it.

Here's a kit with everything you will need, short of an SD card and a HDMI cable (it has a micro to regular HDMI adapter):
