Steam doesn't give my +10 game achievement
I have 9 games on steam and I buy one more game but I have only 9 game in steam sorry for my bad english

If you go to the store page and look at the right side, the section where it says "Single player" and sttuff like that, it also lists "Profile Features Limited". This means it's not counting towards your game count number, for various reasons outside of YOUR control. This may change in the future, in which case it will raise your game count.

On the store page: "Profile Features Limited"
That game won't count as a "+1"game. This means that it won't appear on games owned.

Pro tip: cheap games tend to trigger this more often so if you're really into treating the game number as a high score, going for the cheap is in fact counterproductive.

There are many games that don't count towards the badge.

1. Free2Play games don't count.

2. Games removed by Valve don't count.

3. There are also games that are in the "Learning" phase...
