Restore game after reinstalling windows?

So I had a problem with my computer and did a factory restore and reinstalled windows. Though I picked the option not to delete files. The end result was it uninstalled everything in steam. It didn't delete the games not in steam, but when I checked the steam folder(after reinstalling steam) I didn't see any of the games in there. Though I know steam some times save files all over the place.

I know saved games and stuff usually save over, though I was wondering if anyone knew if there is any chance the game files are still around some where, and if you can reinstall the game using them? Or am I going to have to reinstall all the games over from scratch? I only ask since it is a lot of games and several of them are really huge.

I found windows.old though I don't see anything related to steam or any of the games in it.

No, there isn't.

doing factory reset while keeping files means that it will keep the files that are in your windows user account like the files that are in desktop, documents, pictures and those things. everything else is removed and that's why the steam folder is gone and you had to reinstall steam after you did factory reset. i am sorry. your steam games are gone and you have to download them again. also the local save files are gone. hopefully you backed up your save files before you did factory reset or the games that you played have cloud save

Well that sucks. The save files are not a problem, I was just hoping I could avoid having to download 100+gb of games hehe.

I am pretty sure it was reset that I used. Though apparently it didn't save steam stuff anyway. At least not the base game. The reason I did the reset was because windows wouldn't boot at all. It is really annoying, because I just got this computer 3 days ago and it was really expensive too.
