but dont forget own use Powerconsumption that is the battry icon in controll panel. please check if you run in Balances mode, most hardcore gamers know this 3D games require full performance
some laptop has diffrent name like Entertainment Mode or something like that.
i dont think i have seen a app that controll Throttle in this, but it sounds like you have such option with a app.
i only wrote this if you did not know, you might already have full performance, but i still dont like you have temparature so high, but again i dont know that laptop, even i use app that use all 8cpu at core to cure cancer project , maybe test that its a bonic manger with WCG project see config to get all run at maximum and see if this is a heat issue or other bottleneck same time, and ofc. you have use the app that automatic update all BIOS and drivers most new pc today have such app.
and you might want give full Brand /model so we dont look at wrong laptop with diffrent laptop with almost same , bah i forgot you did mention this alienware 17 r5

so do check Dell update site, as i understand it, might be the right support place, only you know that. ( some older model has split support and Dell is not support. )
You do not want it running at full performance all the time.
Balanced does it when needed.
setting the speedshift epp to 100 makes the cpu favor lower speeds but it still allowed the cpu speed to go up at times and then it went back down
if i set it to more than 128 then that will stop the cpu speed from going up and the higher the value the more it stops it
just pick any value between 100 and 128 and check the cpu temps. as i said less than 128 will allow the cpu to run fast
anyway i am using another solution which is not throttlestop. if you are playing a game which is generating high cpu temp then go to edit power plan, advanced settings, scroll down and find processor state, select maximum processor state on plugged in and change the value from 100% to 99%. that will disable the cpu turbo boost and force the game to run on 2.8ghz and the cpu temps will be quite low. when you finish from the game then set the value back to 100%
some games give high cpu temps when they use the full cpu turbo boost so that's why disabling the cpu turbo boost will lower the cpu temps. if you have a powerful pc then you won't notice any performance drops in the game when you disable the cpu turbo boost
if you want to use the cpu turbo boost but you dont want to use it all then you have to use throttlestop
