Can't minimize/close steam from Taskbar
Just a few days ago this problem started where I right click the steam window from my taskbar and select "Close Window" then the steam window flashes quickly and then becomes an unfocused window, but never closes/minimizes to the tray icons. If steam is already minimized regularly on the taskbar I can right click and close window just fine, but if it's anything else, full screen, windowed, windowed but scaled to different sizes, it won't close but will just flash and stay on my screen. I tried to replicate this with other programs but they all function properly. Only steam doesn't.

Hmm hard to say what causing it to behave like that, but thank you for making recording of it.

Could give this a try if you want, can't guarantee if it will fix the issue, or not. Best of luck.
- Try deleting cache and cookies.
Steam > settings > web browser, and delete both, relaunch Steam, then test.

- Opt into beta, or opt out if already in it. Steam > settings > account > make changes there. And test.

- Reinstall, to do this correctly, and to keep games, and screenshots, move steamapp folder out of the Steam folder to a safe location, same with userdata folder out of Steam folder. Then uninstall, check to ensure Steam folder was removed, if not delete it, then reinstall Steam, place back the Steamapp and userdata folder, then launch Steam, and test.

Are you using anti virus like Avest, avg, Norton, or etc? If so white list your Steam, and relaunch steam, then test.

Are you using any patches, or commands with steam client? If you are they may possible be leading to this issue.

So I tried doing all of these things, besides uninstalling, to no avail. I still had the same problem. Then I got the idea to disable the skin I have installed just to see if that does anything. Behold, that was the solution. My skin is messing up the way steam closes/minimizes. Once i took the skin off it worked just fine. There must have been an update to steam I didn't notice that broke my skin. Thanks for the help, though!
