Y is it that I can't download steam for a Chromebook
I think they should be a download version for Chromebook because people that don't have a windows or apple computer can't download it so that's why I think that they should format it for Chromebook

You can access all the community features via a plain web browser.

The client itself only adds managing the library; (un)installing titles and launching them.
But there's no way to install any of the software offered by Steam on a Chromebook anyway, so there is functionally no need for the client.

Can you make a Chromebook run a full X11 environment, and does the particular Chromebook have an x86 processor?

steam is mac pc linux, as i understand it you are a android app user.
so NO , and what steam will support in the future i dont know, but dont count on it.
i think google app store is your places only, google play store.
