I've been having this stupid problem for 5 days now and nothing seemed to work. Did Half-Life 2 even get an update? I have tried every solution and nothing. I have good internet speed yet it just stuck at 0 bytes / 0 bytes and worse of all, it won't let me stop the download. I can't seem to play any game anymore. I need help.

It got worse...
I can't even connect to steam.
(Not a problem anymore)

Steam says Half-Life 2 update required but there's no half life files in steam folder

I think I might have found the problem. It seems like it gets stuck at "creating local files" pre-installation.
Edit 4:
I reset everything, even including logins, downloads, etc. That did not work too. I deleted all games and also did not work. Current solutions still don't work. All I can do now is wait for Steam to update and fix all these.
Edit 5:
It's downloading again. I have no idea how it happened because all I did was install another launcher.
That launcher was Garena. I don't know how this happened but I don't think this is the solution.

I have found a solution and y'all might hate it. You only have to be patient. It might take days of weeks but it will work. It happened again today that it didn't install anything but I waited. Of course, you can still install while playing (I recommend single player games) by allow downloads while playing through settings.
Other Solution:
It's a VPN. Check Page 3.

I was having the same issue that @Swagger described. Installing and running a VPN fixed the problem instantly. Though now my download is a little slower than it should be because of the VPN server. At least my downloads will finish now in a matter of hours instead of days.

I'm also in DC and have been having the same issues for the past two days too. My internet connection is perfectly good and I have FIOS. I've tried everything (minus uninstalling Steam) and nothing has worked. It's odd since this is the very first time this has ever happened to me.

Although the download is still messed up, I watched a YouTube video on how to use a FreeVPN and was able to update my games. I was able to download DOTA 2 in about 10 minutes and after switching back to my regular internet I can play it.

I'm not extremely tech savvy but was able to find a short YouTube video explaining it and suggesting a VPN. The video I used is titled "HOW TO ADD FREE VPN ON WINDOWS 10" on YouTube (8:06 in length), it was pretty self explanatory.

It is up to you if you want to go this route, obviously being new to all this myself I can't confirm it's security, but I had no issues that I can see.

absolutely fricking absurd....but it is working now extremely slowly THROUGH an VPN. I should not have to slowly download through this VPN nor go through everything I just did to update/download my games. has anyone seen a post from STEAM yet?

Well, I'm going to try with the VPN if it really works because it's better than nothing. I'm also gonna try other launchers if this problem exists there too.

I reinstalled Steam a couple times and no change.

I definitely had a spike last night. It downloaded 7 gb (not sure exactly how long it took, but I was only away for maybe 5-6 hours). But it's back to 9-10kb/s now and it never finished downloading the game.

So frustrating.
