I'm also in DC and have been having the same issues for the past two days too. My internet connection is perfectly good and I have FIOS. I've tried everything (minus uninstalling Steam) and nothing has worked. It's odd since this is the very first time this has ever happened to me.
I'm not extremely tech savvy but was able to find a short YouTube video explaining it and suggesting a VPN. The video I used is titled "HOW TO ADD FREE VPN ON WINDOWS 10" on YouTube (8:06 in length), it was pretty self explanatory.
It is up to you if you want to go this route, obviously being new to all this myself I can't confirm it's security, but I had no issues that I can see.

You mean reinstall steam? I tried that and it didn't work.
I reinstalled Steam a couple times and no change.
I definitely had a spike last night. It downloaded 7 gb (not sure exactly how long it took, but I was only away for maybe 5-6 hours). But it's back to 9-10kb/s now and it never finished downloading the game.
So frustrating.
I don't know how it happened but it just did.
All my other launchers (Origin, Epic Games Store, etc) have worked fine. The problem is localized to steam for me.
