Steam seems like it won't let me download any updates. [SOLUTION FOUND]]
I've been having this stupid problem for 5 days now and nothing seemed to work. Did Half-Life 2 even get an update? I have tried every solution and nothing. I have good internet speed yet it just stuck at 0 bytes / 0 bytes and worse of all, it won't let me stop the download. I can't seem to play any game anymore. I need help.

It got worse...
I can't even connect to steam.

Steam says Half-Life 2 update required but there's no half life files in steam folder

I think I might have found the problem. It seems like it gets stuck at "creating local files" pre-installation.
Edit 4:
I reset everything, even including logins, downloads, etc. That did not work too. I deleted all games and also did not work. Current solutions still don't work. All I can do now is wait for Steam to update and fix all these.
Edit 5:
It's downloading again. I have no idea how it happened because all I did was install another launcher.
That launcher was Garena. I don't know how this happened but I don't think this is the solution.

I have found a solution and y'all might hate it. You only have to be patient. It might take days of weeks but it will work. It happened again today that it didn't install anything but I waited. Of course, you can still install while playing (I recommend single player games) by allow downloads while playing through settings.
Other Solution:
It's a VPN. Check Page 3.

I haven't used any VPN.
Steam Download Servers must be a little off. That's the only thing I could think off right now.

I tweeted out to Verizon Fios / Steam / Steam Support (no idea if that works). Also posted here and have in a steam ticket. I'll relay any info I find, but my guess is it's something on their end they'll need to fix. The ONLY thing I saw anywhere where someone said they found a fix was a guy saying he had a spare VPN subscription and it fixed it.

So I'd assume either verizon (on FIOS in DC area here) or steam are having a bad routing problem.
Who exactly do you have a subscription to? Did you try changing regions in your client?

Yea doing Options / Downloads / Download Region I've changed to about 10-15 different servers, didn't solve the issue.

Yep I tried changing the steam client to Chicago, NY, Alaska, Atlanta, San Diego, and more. I even tried some european countries. None of them work -they all do the 10KB/s thing.

I keep a subscription to a VPN just for situations like this. It comes in handy when Verizon or a game provider is having problems with routing. For a long time I had to use it in FF14 to not get lag in instanced dungeons.

You may want to be careful; because that provider is into P2P/torrent piracy related stuff, it might be attractive to abuse and thus get your account flagged.

Noted and changed - but not too worried about it. I use it to resolve connection problems - any VPN would work for that.

Main point I'm making is that if a VPN resolves the problem then is is almost certainly not on our end and Steam/Verizon need to fix it.

Im having a similar issue. I've been trying to download FarCry5 since yesterday and never made any progress. I did manage to download the game itself but not any of the dlcs by using an ethernet connection. Im trying to download the rest of the dlcs but its back to 0mbps.

I am also on FIOS in DC area. Do you think fios is having the issue?
Verizon FIOS 1Gig connection here, Pittsburgh area. No issues here with downloads, email, Verizon Speed-tests, ect. If it is a FIOS issue, it must be a local issue to the DC area. You aren't far from Pittsburgh, try the Pittsburgh server. And run the Verizon speed check, t see if your up/down numbers aren't matching what you pay for, or if the test fails repeatedly.

Have any of you having issues cleared the Download Cache yet, to see if it fixes the issue?

uhhh..i'm in DC as well and Fios with same issue. I've done the verify files, clean cache, redownload steam, move steam folder to other hard drive, changed regions, closed all firewall and antivirus...you name it it has been done and i'm consistently 10 kbs. Speedtest shows 5 ping 162 mbps.

this is ridiculous at this point and if it was a known issue they should've said something. I actually went back and seen issues like this form like 2013. How the ♥♥♥♥ is there not a clear fix to this yet?

I've been refreshing this page all day along with my email for my Steam Support ticket (which I'm sure won't give me anything of worth).

It's definitely a routing issue between the Verizon Fios US East (DC / Philadelphia region) servers and Steam servers.

This is a wild shot but it is not too hard to try: Go to your router configuration screen and set IP version to IPv4. Some people were having slow download problems because Steam was not properly implementing IPv6. Hoping Steam fixes things whatever the cause.

In that case it could be your ISP. I get a good 20ms difference between v4 and v6 when pinging a server that supports both. Traceroute shows bad routing of IPv6.
