Downloads at 0 byte/s for eternity
So sometime yesterday I logged onto steam to open Stardew Valley. It told me there was an update, a new patch for their latest big update! So, of course, I go to install the update and nothing happens. After a while, I go to check on it, and it says the eta on the download is a day. The download rate bit says 0 bytes/344.7 MB and I, not being terribly well-versed in the land of computer issues, have no idea what that means.
The disc line is consistently flat, while the network one fluctuates from 0 to ~149 'peak'.
The download bar never goes up, it only says '2 of 3 items complete'
The time remaining bar usually starts around 2 hours and slowly goes up. Meanwhile, the byte/s don't change at all.
Then it drops the game into the queue instead of downloading it.

I've looked at every trick the internet has to offer.
I Changed my download region
Turned off my anti-virus software
Made sure it was past the firewall
Verified the files
Cleared the download cache
Restarted my computer multiple times
Reinstalled Steam (Which only seemed to make it so that half my downloaded games needed 'redownloaded/reinstalled')
I even turned the router off and on again.
I've checked for malware and found none. I have no idea what's going on.

I am also having the same problem here if anyone could help us out that would be great i have a 1gb d 1 gb u speeds on my internet and im getting no downloads at all hell trying to download the Stuff that steam makes thats at least 100mb wont download and its telling me 15 days for master chief collection. Help.

HEY! I switched over to the toronto download region and was able to get my speeds back. I would suggest anyone having the dl issue try this.
Steam -> Settings -> Downloads -> Download Region -> Any region that isn't what you are currently using.

Yeah that might be it I went to get some food and came back and there it was. It had been like that since yesterday which is why I came here for help. :T
