The notes from the steam support is the same for all recent errors.
"This purchase failed, Steam was not able to accept payment from your payment provider.
If you see a charge for this purchase on your statement, it will be removed when your payment provider resolves their transactions. Steam has not accepted funds for this purchase."
* The Steam Wallet FAQ warns that "some [physical] cards issued in Asia may only be redeemable in this region." To me, this suggests Valve accidentally generated and distributed a batch of region-locked codes, and as this caveat is years old, it's probably no longer relevant.
I get this issue a lot too. Literally have to attempt to but the game six, seven, eight times before it goes through. Trying two different card, one of them is saved.
No idea why it fails so often. The only solution, I've found, is just to keep trying. Takes me about half an hour to buy a game.
