unable to use paypal balance?

when I try to pay it makes me add a card, I have just deleted that card so I can use my balance, but my balance isn't showing up to be able to pay.

Another thing is when I try to login paypal with the correct password and username, it just shows "Sorry, we can't log you in. If you think there's a problem with your account, contact us and we'll help resolve it."

Paypal balance is already my preferred payment method as well

you need to contact Paypal and explain the issue. If you've recently tried using Paypal when you have a VPN active it can cause issues like this. Of course there could be other reasons but that's the only one I have experienced.
