Me and One SPECIFIC friend can't play together

Hey there everyone! For the past year now, I have been unable to play most games with my friend Kyle. I've been able to play Dead by Daylight, Rocket League, Rainbow Six, and Escape from Tarkov with him; however when I try to play Dragon Ball Fighter Z, Modern Warfare, Overcooked, Payday 2, etc., we always struggle. It seems to be something wrong with Peer-to-peer connections mainly, but we can't even join the same game together more than once in Modern Warfare, which isn't even peer-to-peer. Typically what will happen is we join a party in whatever game we play, and we either have some unbearable quadruple digit ping, or we can't even remotely get into a party to begin with. And before anybody asks, no, our IPs are not blocked from each other. If anyone has ANY potential fix, please help us out. Thanks in advance!

UPDATE (FIX): After another month in this year+ long endeavor, I finally found out the solution while trying to play Forza Horizon 4. Two different things may have happened to change whether or not my friend and I are now about to play, or it may only be the one, but it's certain that whatever I did solved our problems.

First and foremost, I realized that we had used Hamachi, and Hamachi auto-runs when my computer boots. My hypothesis was that the two of us were still linked on a server and when I would try to connect to a server, our computers would become confused because Hamachi was turning it into a "local connection". So I uninstalled Hamachi, this did not immediately affect the result, but I believe it played a part in it.

Secondly, there seemed to be an issue with my Teredo. If you are having the same issue, you can go into your elevated command prompt (type cmd in the windows search bar and run as administrator), and type "netsh int teredo show state". This is what originally popped up for me:

Yes, I only have this issue with this one friend, and he only has this issue with me. Neither of us have this problem with ANYBODY ELSE.

Update: My friend JUST mentioned that it has happened with one of our other friends before, but since has stopped occurring completely.

I doubt it count be an issue with the NAT, because our NATs are consistently open.

Yes. We both have Spectrum (I ♥♥♥♥♥♥♥ hate them).

The other other friend also had Spectrum, yes. And still currently HAS it as well.

get a third frind inthere you both can test with. ( this is know as faulthy finding )

who can create game host them and who is client only. ( in old days best pc was host, best choise, problem is then things dont work , like ISP firwall and antivirus app block on wan line, many forget they have such service over the years, most dont have it anymore )

ps
do not forget update own netcard drivers and router software and reboot them and pc 3 minute after, this is basic, do test with other games also , that has also been seen before, if you try run a older game and not a well tet game many steam user can say not the problem.

just because i point at the core update at netcard and router, do not underestmating the rest of pc , some game use sync to other sync pc. then its actual matter all driver and BIOS is update for best optimized pc. ( dont OC and dont use mods ) you want Original content to work first before go back to such if you even did that. )

try COUP game like tw shogun2 ( that is only you and him and no other server. ( or other mp if you cant get that to work then you are in trouble that thats why you need a thirdpart you both can compare result with.

the odds for all have same and all cant do anything is very rare. sure you can get fourth in there but, but a clue should be there in who is host and client and who can create game and other cant join. ( do not have wifi and vpn ) this has seen before with longer reply and higher ping, i doubt last part is the issue you have here, but other steam users also read this.

do not hate isp , they can be the best helper you need or maybe change to other ISP if you think its better to be at other ISP ( i mean its start to be a joke, most will agree with this we switch ISP then other is cheaper or better lines. no point in hate them )

and many customer forget own building complex could also be respondsible for reset power to switch and ISP dont blame own customer for own power shortcut at own gear.
even i caught own building service crew doing it ( typical daytime cuts ) ISP rarely do daytime works then people are using it, sorry that was a side track but still relevent into weird no connection in daytime, many forget this and blame ISP that was my point.
and gamers suffer from it.

hi, maybe has pass a lot of time since this thread but i recently have the same problem with one specific friend, the thing is that we dont have nothing like hamachi or the other app mentioned so i dont know if someone had a solution for this :c
