Because i found in my account a skin of mirage that i don't buy, so i think that is possible buy skin or crossover for friends!

If the game support in game trading, such as gifting in game itself, then you can choose that option instead, if the game doesn't provide in game gifting, then send them steam wallet funds instead.

Things that's in-game has nothing to do with what's on Steam store page itself, as things sold in-game are counted as microtrasnaction for the account only. It's up the the game dev to setup how microtransactions works, and what you can, and can't do.

If you used a redeem code, then I can assume your friend got a giveaway code that the devs made to giveaway to everyone, which so far in game I have checked there's no option to gift, or buy skins for other people in-game, it's only for yourself, no one else for in-game shop.
