Lan caching isn't what you think it is. It's very inconvenient to set-up if you only intend to be using between two devices. Most places using lan cache have hundreds or even thousands of users to justify caching games.
What you recommend are very viable solutions, but they are third party ones. Not made by Valve.
Unfortunately this is for Ubuntu only, I'm on Windows 10.
So this is a fake news or something that is not what I'm looking for?
It does not mean it is integrated into the Steamclient.
