If there isn't, I'd suggest you to not change this setting.
Personally, I always have my fans on to be on the safe side.
If the cpu fan is always spinning sounds pretty normal for a Laptop as older styles even newish get hot more than than desktop PC.
Check if the vents have dust could cause airflow issues fans stay on.
Never turn them off any fans in a laptop have them checked instead.
Weigh up your choices for costs if the cpu over heats costs to repair verses a laptop check up.

From safety point of view the only significant difference is, that when it is enabled, it does perform fan speed test on boot, and as far as I know, this applies to all HP laptops.
The fan seems to kick in at about 60% of allowed max temperature, so when I browse or play low requirement games, it's usually idle. Actually, it probably makes the fan last longer, as it's working only, when it's really needed, without any overheating damage to other components. However, my fan being already a bit used up, and actually louder at lower speeds, is the main reason for me to disable this option - otherwise I would not bother.
