It's a scam. Valve/Steam will never contact you to claim stuff like fraudulent items or other nonsense.
Report all accounts involved in the scam and stop being so gullible.

Valve does not use Discord.
They use help.steampowered.com instead.
They never contact you for any nonsense.
They will never ask for a bribe or extort money.

It is a scammer do not do ANYTHING this person says.

Contact REAL Steam Support here: https://help.steampowered.com/en/

They will ONLY talk to you through their Ticket System. Real Support will not ask you to send them Steam card money NOR will they ask you to send them your items or do a trade with them.

People asking you to do this are scammers.

You need to contact Real Steam Support and explain that you cannot access your account.
They will talk you through how to get your account back.

Real Steam Support also will not ask you for your password!!

Steam Support do not extort, blackmail or threaten users and they most certainly don't use Discord to conduct their business.

Time to wake up and exercise some basic common sense.
