If you don't care about refresh rate a 4k 60hz one is alright.
I went for a 1440p 144hz one.
the rest is vsync or resolution lock with 60hz depend on each game and the older they are lesser options. ( actual game devs own faulth for not use standard or system settings )
sure 4:3 issue or other predetermend fit to screen size can matter but most newer games dont have that issue anymore
The bandwidth of the audio/video interface are limited. That's why converters as you use for hdmi to display port might not deliver the frequency/resolution you might expect.

No. Your FPS will not be as good. You push 4 times more pixels at a resolution of 4k than at a resolution of 1080p. That has a huge impact on performance. But the RTX 2080 Ti is capable of delivering an okay-ish experience at 4k. Just google it.
1080p / 4k is not the only aspect ratio/ are not the only resolutions you can get. Before you jump to 4k, consider the monitor size and the distance from the chair you sit to the monitor.
You might be better of with a higher refresh rate 1440p monitor.
Newest technology has its price.
You can get DisplayPort to DVI Adapter but it must be label Active, or else it won't do 144hz on the 1080p monitor. They may range $25 ~ $100 USD whever ever you're trying to get it from, either eBay, Amazon, or etc...
Instead of a 4k monitor why not look at a 1440p 144+Hz monitor? It'll look better and run smoothly with the 2080ti.
